Gigaclear are a local (Abingdon) company who provide fast broadband to rural communities. The way they work is to get people to register interest and if there is enough interest they will consider installing fibre to the village, this can replace both phone and ADSL. Once you are connected you pay a minimum monthly amount of £38.80 + a connection fee.
